Vocational guidance became an integral part of National Employment Service after Shiva Rao Committee’s recommendations.

Vocational Guidance means assistance given to an individual in solving problems related to career planning and educational and vocational studies keeping in mind the interest, aptitude, capability, financial background of the family and latest manpower market situation along with shortage and surplus categories of occupations. These services are provided to students at school, college, and university levels and to parents and guardians. Information is also provided by post. Detailed counselling, individual guidance, and group guidance activities are organized in employment exchanges. In summary, the collection, compilation, and dissemination of information is the motto of educational and vocational programmes.

I) Collection & Compilation of Information

  • Courses available, subjects offered, duration of courses, scholarships, etc. in various educational institutions.
  • Training facilities available in the country and their admission processes.
  • Job avenues open after completing such courses.
  • Information on job profiles including requirements, nature of job, work hours, and promotional ladder.

II) Dissemination of Information

Information collected and filed is disseminated to students, teachers, and parents through the following mediums:

  • Individual Guidance: Provided by the employment officer to those visiting the exchange.
  • Group Guidance: For groups of candidates visiting the exchange, preferably homogenous groups.
  • Career Talks: Given to students on educational courses and vocational opportunities. Rural institutes covered on priority.
  • Career Conferences: Held in institutions or common places with expert lectures and interaction sessions. NGOs and other departments may participate.
  • Career Exhibitions: Organized by exchanges using audio-visual aids, widely publicized.
  • Career Literature: Prepared or translated into regional languages. Distributed to schools, colleges, libraries. Includes quarterly magazine “Kita Soochna”.

Guidance Centres

Special Career Teachers’ Seminars are organized to train school teachers as counselors. District Coordination Committees coordinate guidance activities with the Education Department.

Self Employment

The Department of Employment acts as a nodal agency for state self-employment programmes. It collects, compiles, and disseminates information of various self-employment schemes and encourages youth and students to adopt self-employment:

  • Identifying and motivating prospective entrepreneurs from its live register.
  • Organizing self-employment camps, melas, seminars, conferences, and exhibitions for students, applicants, and the public.
  • Applications of willing applicants are forwarded to the concerned departments.
